Summary & Responsibilities

Responsible to assist the Accounting Manager with the accounting process of Agency and assuring that the Agency is in compliance with policies and procedures. Maintains close relations with the Controller's Division at Head Office, internal auditors, independent external auditors and regulatory. Must be able to work on numerous concurrent projects and tasks managing resources to meet changing priorities and deadlines by performing the following duties personally or through subordinate managers

    Essential Duties and Responsibilities

  • Directs, directly and functionally, the accounting process of the Agency in accordance with established policies and procedures
  • Develops and maintains the General Ledger for preparation of regulatory reports
  • Supports Accounting Manager with financial control of the Agency that includes, among other matters:
    • administration and control of accounting records
    • verification of the daily and monthly closing
    • reconciliation and adjustment of accounts
    • accounts payable and accounts receivable
  • Reviews list of current leases and maintenance contracts for cost-benefit analysis
  • Makes all manual entries to accounting system for subsequent posting
  • Balances and edits all manual accounting department entries in accounting system
  • Prepares analysis of accounts, as required
  • Assists in monthly closings
  • Reconciles all "due from Agency" accounts, including Federal Reserve account
  • Reconciles all foreign exchange nostro accounts
  • Reconciles all accounts receivable, funds pending disposition, and other bridge and suspense accounts
  • Assists with accounts receivable and special projects, as necessary
  • Reconciles pre-paid expenses, accrued expenses and account receivables on a monthly basis

    Accounts Payable

  • Processes invoices and internal expenses reports for payment including detailing accounting entries, G/L accounts, vendor, etc., for officer pre-approval
  • Enters approved payment instructions into system for processing
  • Answers vendor inquiries
  • Analyzes vendor accounts
  • Prepares and mails accounts payable checks
  • Prints all accounts payable reports and maintains all accounts payable files and records

    Regulatory Reporting

  • Responsible for generating and maintaining Maturity Distribution Report
  • Responsible for generating and submitting to FED Asset Maintenance and Liquidity Ratio Reports on a daily basis
  • Responsible for generating and submitting to OFR Asset Maintenance Report on a quarterly
  • Generates, reviews and submits to Federal Reserve Bank FR2900 report on weekly basis
  • Generates, reviews and submits to Federal Reserve Bank FFIEC019 Country Exposure Report on a quarterly basis
  • Generates, reviews and submits to Federal Reserve bank FR2915 Foreign Currency Deposits Report on a quarterly basis
  • Generates, reviews and submits to Federal Reserve bank Treasury Reports BC-Claims (monthly), BL-1 Liabilities (monthly), BQ2 Foreign Currencies (quarterly)

    Compliance Responsibilities

  • All staff members are required to comply with the Bank Secrecy Act, the Federal Election Campaign Act of 1979, the Foreign Corrupt PRactices Act and the Bank Bribery Amendments Act
Requirements
  • Associates degree in accounting or equivalent
  • At least four years related experience and/or training; or equivalent cominbation of education and experience
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.
  • Ability to effectively present information and respond to questions from groups of managers, clients, and the general public
  • Ability to speak, understand, read, and write Spanish
  • Ability to work with mathematical concepts such as probability and statistical inference
  • Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations
  • Ability to operate IBM compatible personal computers and terminals
  • Ability to use Microsoft Word and Microsoft Excel
  • Ability to use DataPro eIBS
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
  • Must be able and willing to travel to domestic and foreign destinations up to 30 days per year
